Pennsylvania Build Initiative
The Build Initiative is a multi-state partnership. We support efforts to make sure that children from birth through age five are safe, healthy, eager to learn and ready to succeed in school. Build serves as a catalyst for change and a national resource on early learning. As a partner in Build, Pennsylvania receives grant money and technical assistance to support early childhood system building.

Pennsylvania Early Learning Keys to Quality
The Pennsylvania Early Learning Keys to Quality is coordinated by the Berks County Intermediate Unit to provide support services to child care, Head Start, and school district pre-kindergarten programs through initiatives such as the Pennsylvania Keys to Quality professional development system, quality assessment of child care programs, Head Start State Collaboration project, the Infant/Toddler Mental Health Initiative, and Pre K Counts Public-Private Partnership for Educational Success.

Pennsylvania Office of Child Development and Early Learning (OCDEL)
Created in January 2007, the Office of Child Development and Early Learning (OCDEL) brings together all aspects of early learning and development for children ages birth through five years old in the departments of Education and Public Welfare. This new office incorporates the Department of Education’s early childhood programs, Head Start, school pre-kindergarten, full-day kindergarten and preschool Early Intervention program, as well as the child care, early intervention and family support programs currently associated with the Office of Child Development in the Department of Public Welfare.
