Learn more about Keystone STAR levels  

Early learning programs earn a STAR 1 to STAR 4 by meeting the performance standards for that level.   STARS performance standards measure the pieces of an early learning program that affect the quality of your child’s early learning in that program.  

Click on the links below to learn more about some of the requirements at each STARS level:  

• Staff qualifications and professional development. These standards address the education levels of teachers and directors and the amount of continuing education they receive each year.
• Early learning program. These standards address the classroom environment, the learning activities which take places, and the teacher’s interaction with your child.
• Partnerships with family and community. These standards address how the early learning program communicates with parents on their child’s progress and other parent resources in the community.
• Leadership and management. These standards address the business practices of the early learning program (budgets, policies, staff benefits, etc.)
